Enatega Admin Dashboard : When logged-in as a Vendor, its allowing to add another vendor.

Describe the bug
When logged in as a Vendor, the system allows the user to add another vendor. It should not allow to add another vendor once its logged-in as a vendor.

To Reproduce
Steps to reproduce the behavior:

Go to 'Enatega Admin Dashboard'
Log in as a vendor, now see error there its allowing to Add another vendor.
Expected behavior
A Vendor should not have permission to create or add another vendor.
The "Add Vendor" option should be hidden or disabled for vendors.

Reproduce the issue in the Enatega Admin Dashboard by logging in as a Vendor and checking the vendor-management view. Since the issue names no files or tests, trace the role-based permission handling and the “Add Vendor” option. Done means a Vendor cannot access that option, either because it is hidden or disabled.
