The minimum order limit for orders is not implemented

To Reproduce
Steps to reproduce the behavior:

Go to 'vendors>>add restaurants'
Click on 'registration'
go to customer site and order from the same store and youll be able to order items lesser than the limit
See error

minimum order limit must be implemented

Start by reproducing the issue through Vendors > Add restaurants > Registration, then place an order for less than the configured minimum from the customer site. Trace the registration value and order validation to determine where the minimum order limit is lost; done means orders below the limit are rejected while valid orders continue to work.
