The minimum order limit for orders is not implemented

To Reproduce
Steps to reproduce the behavior:

Go to 'vendors>>add restaurants'
Click on 'registration'
go to customer site and order from the same store and youll be able to order items lesser than the limit
See error
Expected behavior
minimum order limit must be implemented

Reproduce the issue through the vendor registration path, then place an order on the customer site using the same store with items below its configured minimum. Trace the vendor minimum-order setting into the customer ordering and checkout flow; done means such orders are blocked with an appropriate message while orders meeting the limit still proceed.
