Add SWR mechanism for useResponseCache

Hey there, massive thanks for the awesome work ⭐ 🚀

I've been using `useResponseCache` and I was thinking it would be great if there was an option to use a stale-while-revalidate policy.

I've checked out the `cache` argument to see if I could create my own SWR cache but it looks like that wouldn't work without changes to the library. Open to contribute if this is something you would consider 😃
