Description
The blocker to supporting static file data sources is that static data sources are not stored in the DB, and therefore we would not be able to update their status when the file is found.

Research direction
Start by tracing how data-source status is stored and how the system detects a file, then compare that flow with the proposed static file data source. Define how status updates should work when static data is not stored in the database; the issue does not name files or tests to run.
