Make reusable-zizmor.yml releasable

Since many repositories are using our `reusable-zizmor.yml` workflow we need to make sure that we release it properly, using release-please as we do for all the composite actions in the `actions/` directory.

This way we can properly use renovate to update the `reusable-zizmor.yml` file wherever it's been used.
