CD: Add support for releasing through cron jobs

Requested during offsite session:

> Teams are interested in releasing every week with a cron job

This should already be possible (trigger `cd.yml` on a cron), so probably just a docs update.

Also make sure that the **ops** / **prod** environment requires manual approval in Argo (provisioned plugins): we don't want to deploy broken plugins due to that!
