Automate tagging of issues

Create workflows to tag and show issues on relevant boards.

No files or tests are named. Start by reviewing the repository's issue templates, existing labels, project boards, and workflow configuration, then determine which tagging, board, and state-transition automations are in scope. Done means the agreed automations work for newly created and moved issues and their behavior is documented.
