Add ChartLimitLine to highlight limits in axis x/y

Description
The ChartLimitLine would allow to display an additional line in the chart that marks a certain maximum / limit on the specified axis (x- or y-axis).
Apart of the vars described in (https://github.com/danielgindi/Charts/blob/master/Source/Charts/Components/ChartLimitLine.swift), I would add an additional one for the label text orientation.
