Extension cannot be reopened after being closed

If I open this extension, use it, and then close it, it cannot thereafter be re-opened. In order to get it back I must close VLC itself, losing my place and however many videos or sound files I am working with. Only with a fresh start can I re-open the speedscroll extension. This is the case on two different machines with two different versions of Windows and VLC: Windows 7/VLC 3.0.8 as well as Windows 10/VLC 3.0.21. Would it be possible to fix this? This is a more serious issue than the one dealing with movement in Windows 10.

Reproduce the extension lifecycle in VLC using the reported Windows and VLC versions, checking what happens after the extension is closed. Trace the extension entry point and its close/reopen handling, then verify that it can be reopened without restarting VLC while preserving the current media session.
