Description
Using Windows 10 with fully up-to-date VLC (3.0.21 Vetinari).
When I activate the Speedscroll dialog, it appears in the middle of my VLC window (thus interfering with the video itself) so it must immediately be moved. However, it cannot be moved without the extra step of clicking the VLC icon and choosing "Move". I can move the main VLC window, but not the speedscroll dialog (without the extra aforementioned step). NOTE: this behavior does not occur in Windows 7/VLC 3.0.8. In that installation, I can drag the extension dialog around the screen by simply clicking on the title bar as with any other Windows program. It is only on my Windows 10 install that I experience this inconvenience.
I really like this script. It's simple and obvious enough that I was able to change the timings to better suit my personal needs. So I'm grateful for the script as is. It would just be a bit more convenient to use if this change wouldn't require too much effort on your part. If would be a lot of work, then don't worry about it. I'm getting a lot of benefit as is!

Research direction
The issue names no files or tests. First reproduce the Speedscroll dialog behavior on Windows 10 with VLC 3.0.21 and compare it with Windows 7/VLC 3.0.8; done means the dialog can be dragged by its title bar without first using the VLC icon's Move command.
