[Feature request] Add ability to disable Google MLKit metrics upload

**What's your feature request? Please describe.**
As per https://developers.google.com/ml-kit/terms#privacy, the ML Kit APIs send metrics about the performance and utilization of the APIs in our apps to Google.

For privacy reasons, we're not allowed to gather device information from our customer devices. Is there a way to disable Google MLKit metrics upload? If not, we request you to add support for it. Once it's added, we will update our apps to display a dialog similar to the one below to get user's consent to gather metrics.
