Cannot open project on Android Studio nor building on Windows

It seems that Bazel only works on Linux because of Unix utilities that are not present on Windows
Also Android Studio doesn't open the project correctly using the Android Studio Plugin, it just shows an empty project when openning the WORKSPACE bazel file.
I had to build manually using cmd which doesn't work on windows, just on a Ubuntu machine I had to create and open the project on vscode because I can't open it on Android Studio.
Is there any Android native project version of this project?, without using Bazel.
This is because creating a "DPC" application from scratch and following alternate tutorials doesn't seem to work at provisioning and creating (There is no official tutorial on all internet about creating a DPC)
