Release pipeline fails due to outdated GitHub Actions and permission issues

The latest version of @googlemaps/three on npm is 4.0.13, but no new releases have been published despite recent changes in the main branch. Found two issues:

1. The release pipeline is using the deprecated actions/cache@v2. It should be updated to v4
2. There is a permission error when pushing to the repository: "amuramoto cannot push repo https://github.com/googlemaps/js-three. push permission required to publish."
