Backfill documentation

The [backfill documentation](https://openmatch.dev/site/docs/guides/backfill/) is great for understanding the algorithm but may require some additional context such as API's and documentation on creating a Backfill request. A coupled sample would be great as well but out of scope for this repo. The current documentation is also missing some formatting such as this note that should match all existing notes:
