Uppercase C has variations in YTLC

Description

I noticed that the uppercase C glyph varies in YTLC (Lowercase Height), which seems wrong. Several points move by up to 22 units from their default positions when the axis is at min and at max. The deflection is the same at YTLC min and at YTLC max, so I assume a design tweak was not carried through to all masters. I have not checked other glyphs, but it may be useful to run a check on all axes checking they do not affect axes that they are not expected to affect.

The following two images are from Samsa. In the first image, the green arrows show unexpected deflections at YTLC max. The second image shows actual delta values for all points at YTLC max.
