Consider addition of meta table

The meta table is now supported in our web API pipeline. FB considers a missing table to be a WARN level check result based on discussion in https://github.com/fonttools/fontbakery/issues/3349 and Dave's request to add this check in https://github.com/fonttools/fontbakery/issues/3900. Viv informed me today that a properly configured meta table addresses issues like the one identified in https://github.com/fonttools/fontspector/issues/169 (Windows Fonts installer). Viv documented additional meta table support issues in [this Doc](https://docs.google.com/document/d/1BJirrYMIpJclsyYV1zCaYNHO9tkF29u-rBRYlvt2khU/edit?usp=sharing).

Let's discuss / decide if we should add the meta table to this project.
