Glyphs with subcategory Ligature don't get set as ligatures

Description
...unless they have "at least one attaching anchor".
So glyphs which I have explicitly set to be ligatures aren't ignored by "IgnoreLigatures", because glyphsLib doesn't think they're ligaturey enough. :-/
