export kerning for bracket layers glyphs

As @punchcutter noted in https://github.com/googlefonts/fontmake/issues/564, when converting from .glyphs to master UFOs, for each glyph that contains bracket layers, we need to add duplicate kerning pairs and append alternate glyph names to any kerning groups where the parent glyph appears.
