Cap component support?

I use cap components a lot for Khmer design elements like loops, hair, etc. But those caps don't get decomposed when built with fontmake.

Start by reproducing the Khmer cap-component case described in the issue with fontmake, then trace the glyphsLib conversion path that handles component decomposition. Confirm the expected behavior from the attached example; the work is done when these cap components are decomposed correctly during the build.
