Instantiator: add parameter to not apply rules

When using `Instantiator` for source modifications, you need to remember to pluck out the rules from theDesignspace before you shove it into `Instantiator`, because otherwise they are applied and you end up with incompatible sources. There should probably be a `generate_instance` parameter to skip rules.
