colrv v1 static instances appear incorrect

I don't know if we support static v1 colr instances in fontmake yet but they seem broken.

If I run `fontmake -g Foldit-origin.glyphs -o ttf -i` I get the following gradients for the Black style in the master_ttf dir which is correct.

If I then inspect the the Black style in the instance_ttf dir I get the following:

What's strange is the VF is functioning correctly:
