fontmake doesn't propogate bracket layers to a component glyph

For example I have a cent glyph with a bunch of alternate bracket layers where the bar doesnt cut through the counter then I reference in the .tf glyph. Glyphs app normally propogates the bracket layers to that tf glyph, I noticed fontmake doesn't do that and references the wrong glyph still?
