Provide a quick way to grab a binary w/o waiting to compile. For example, https://github.com/googlefonts/fontc-action or a Glyphs plugin want to grab a binary not compile.

This enables use of things like https://github.com/actions/toolkit/tree/main/packages/tool-cache
