- npm version: whatever gets installed by default in github actions
- `release-please` version: googleapis/release-please-action@16a9c90856f42705d54a6fda1823352bdc62cf38

#### Steps to reproduce

1. Set `bump-minor-pre-major` and `bump-patch-for-minor-pre-major` to true in either the top-level or the package settings (tried both) for a package whose version is < 1.0.0
2. Get minor version bumps for non-breaking changes 😭
