Description
I followed [instructions](https://github.com/googleapis/gax-dotnet/pull/761/commits) to specify a version via [an empty commit](https://github.com/googleapis/gax-dotnet/pull/761/commits/76330f534e4f5c27eb8b8dade55cc5cde86128d2), but it didn't work. [The release-please PR](https://github.com/googleapis/gax-dotnet/pull/762) attempted releasing "chore(main): release Google.Api.Gax 4.7.0-beta02". I pulled the release PR and updated the versions manually.
