release-please-action without the PR or outputs always set regardless

Hello,

I use release-please-action in the way it is generally intended for some repositories, however I would like to do something different in other PRs but can't quite get it to work. I am wondering if I am doing something strange.

I would like either:

- release-please-action to create the release/tag without a release-pr
- OR release-please-action to not create a release-pr or a release, but still allow me to get the semver it thinks should be created.

Are either of those two scenarios possible?

I have tried to tinker with the inputs shown on the README but it doesn't seem to get me the desired outcome.

Review the README inputs for release-please-action and compare them with the two requested workflows: creating a tag without a release PR, or exposing the calculated semver without creating a release PR or release. Done means determining whether either workflow is supported and clearly identifying any required behavior change.
