How to ensure a specific package always to be the latest release

I'm using release-please in a monorepo project which might generate multiple releases at once for each packages. However, I want to ensure the package which release the executable artifacts to always be the latest release (Thus I can use latest tag to check for updates and besides, for the visitors, the executable artifacts is usually what they are interested in)
