Create an easy reproducible way for contributors to run kokro integration tests

Due to security reasons, integration tests only run automatically for repo owners. This causes a bottleneck for contributions since the tests are non-trivial to run locally.

We should provide a script that would run all of the presubmit submits locally. Even better, the test would run in an isolated docker environment to make them reproducible
