Description
In #908 I am switching the builds to use `swiftlang/swift:nightly-6.4.x-bookworm`. That is fine for a few weeks, but eventually we want a stable version (without build breaks introduced by "nightly" things), such as `swift:6.4-bookworm`.
Unfortunately it may be a few days before that is available. I would rather take the extra PR to clean this up vs. waiting for 6.4 builds.
