Description
Implement client side metrics in OpenTelemetry:
- [ ] - attempt latencies metric
- [ ] - retry count metric
- [ ] - first-response latencies metric
- [ ] - application blocking latencies metric
- [ ] - server latencies metric
- [ ] - connectivity error count metric
- [ ] - client blocking latencies metric
There has been discussion that the server should be able to disable metrics
