Consolidate all helper libraries into a monorepo

Currently, we have too much maintenance because libraries like https://github.com/googleapis/retry-request and https://github.com/googleapis/nodejs-precise-date are scattered about the googleapis universe, and their bugs and PRs are hard to maintain. We should consider consolidating into one larger repo so that maintenance is easier. cc @bcoe
