Migrate to use ascopes/protobuf-maven-plugin

The [xolstice's protobuf-maven-plugin](https://github.com/xolstice/protobuf-maven-plugin) is deprecated and no longer being maintained.

Recommendation is to use https://github.com/ascopes/protobuf-maven-plugin.
