Create a lint waiver plugin interface

When integrating XLS generated verilog, XLS code may trigger lint warnings. For those that cannot be solved with XLS codegen enhancements, this issue is to implement a general-purpose lint plugin interface so that XLS can generate verilog with the correct lint waiver comments already inserted.
