Enable `gate` op in fuzzer with codegen

Right now if codegen is enabled `codegen_main` complains that it doesn't know how to emit `gate` ops as a node expression -- I think we need codegen to use the block generator to get the `gate` op support, assigning to Mark to note what the steps would be here to enable that.
