Implement first-cut topology generation library

This issue tracks implementation of a first cut topology generation library (it is a prototype in the sense some details of topology generation strategies may be missing from the first cut) -- this will ultimately allow us to easily instantiate different configurations of NoC components for testing and evaluation; e.g. in a programmatic sweep.
