Description
We could potentially speed up preview and prod builds for lit.dev if we cached on Cloud Build too. Looks like there's a declarative API for downloading and uploading cached assets: https://cloud.google.com/build/docs/speeding-up-builds#caching_directories_with_google_cloud_storage
