Description
### Describe the problem
I should be able to set a duration limit for a fare leg. A lot of transport networks limit how long you can stay in the network for a single fare validation.
### Use cases
I would like to avoid the journey planner suggesting fares which will run afoul of the time limit.
### Proposed solution
Add `duration_limit` to fare_leg_rules.txt which can be used to specify the maximum duration a fare leg can take.
