### Describe the problem
GTFS does not specify a way where trips are only available when they are being published in GTFS-RT. We are looking for a way to published scheduled reinforcement trips, but only have them available in travel information services after they have been acknowledged by the operator. For many reasons this cannot _only_ be achieved via GTFS-RT and duplication.
### Use cases
The agency is aware that some routes are become crowded and apply extra vehicles. These extra services already have been blocked and have driver duties available.
### Proposed solution
An extra column in trips.txt marking the trip is only available if published in GTFS-RT.
