**Describe the bug**
Why are [UDP ports specified for Service tests such as FTP](https://github.com/google/testrun/blob/b476cde69d6af36b2b52245454f33e90cb4b23e5/modules/test/services/conf/module_config.json#L39)? FTP exclusively uses TCP, why would Testrun be looking for it running on UDP?
