Cannot use import statement outside a module when using strict-csp-html-webpack-plugin

When I tried to use strict-csp-html-webpack-plugin in React App + stenciljs project I caught next issue in the console:

Project is not working, shows black screen.

Could you please suggest how to fix this issue?
