[Feature Request] Lightweight Sandbox

**Current Functionality**
Stellar Engine currently deploys a complete set of infrastructure which can require multiple days to configure.

**Feature Request**
Stellar Engine should allow for the fast deployment of infrastructure which can be used for sandbox activities.

**Justification**
For some individuals and engagements Stellar Engine has been seen as too challenging and complex to deploy and they would prefer to see a lightweight version which can be quickly deployed to support a single or handful of GCP services to demonstrate functionality for customers.
