Update the Consent Mode settings section if and when the WP Consent API is integrated with WP Core.

## Feature Description

The initial implementation of the WP Consent Mode settings section contains language and behaviour that is specific to WP Consent Mode being a plugin.

If and when this plugin is integrated with WP Core we should review and update this section accordingly.
