Update link styles.

## Feature Description

Following on from https://github.com/google/site-kit-wp/issues/7776 and https://github.com/google/site-kit-wp/issues/7912, we should update the remaining links in the plugin to have the correct styling.

Action links, destructive links and simple text links should be as per the designs in [Figma](https://www.figma.com/file/ZL8qlbUyR9lmBaF95t0xpq/sitekit-system-gm2%2B?type=design&node-id=3186%3A6697&mode=design&t=KTVVBijKOltxJz2a-1). The colors for these are mapped out in Figma [here](https://www.figma.com/file/ZL8qlbUyR9lmBaF95t0xpq/sitekit-system-gm2%2B?type=design&node-id=593%3A1327&mode=design&t=KTVVBijKOltxJz2a-1).
