Only the "All Users" metric is populating on pages where there is a "Not enough traffic to display stats"

Description
## Bug Description
[One user in the forums](https://wordpress.org/support/topic/not-enough-traffic-yet-to-display-stats-on-somes-posts/) reported an issue whereby they are seeing only the "All users" metric appear, with no visits in the graph below it, or in the panels/sources pie chart.
This is similar to #7369, only in this instance this occurs on a single site. It may be due to the property connected being also connected on multiple other sites, and requires further troubleshooting.
## Steps to reproduce
Unable to reproduce so far. [Testing was done](https://app.asana.com/0/1200206407034013/1205084891871251) to try and recreate this based on selecting the same GA4 property for multiple sites.

- This site is using Analytics via a GA4 tag added via Tag Manager (There are events configured in GTM - not feasible to switch to a SK placed snippet)
- This error occurs only on individual pages - not all pages, usually on pages with low traffic.

- [x] Front end check (mixed content, minified content, combined JS) - No issues found
- [x] Incognito mode - The same occurs
- [x] Checked users Site Health info, no identified causes
- [x] Additional .htaccess rules applied - True. No checked performed with default htaccess file.
- [x] Confirmed no modification of Site Kit placed snippet - SK not used to place GA4 snippet
- [ ] User confirmed no ""Critical errors"" in their Site Health status
- [ ] Temporary disabled WAF rules at host level - including ModSecurity
- [ ] Checked site setup and dashboard from another WordPress site on the same hosting platform
- [ ] Checked does the same occur from another admin users account
- [x] Reviewed XHR requests - No errors as reported by user
- [x] Reviewed Console Errors - No console errors
