Allow changing the date range used for data in the admin bar

Originally reported as part of #1190 (among other requests), it should be possible to change the date range for data displayed in the admin bar, the same way the date range can be changed when on Site Kit screens.

Currently the date range is fixed to the default of the last 28 days.
