WP 7.0 Tooltip position after banner dismissal

## Bug Description

On WP 7.0, whenever we dismiss a banner for which a tooltip would appear, the tooltip doesn't stay affixed to settings as we scroll.
Under 6.9.4, it is affixed.

## Steps to reproduce

1. Open SK and either open the inspection panel at the bottom or resize the window so that it has a smaller height.
2. For any banner that would show a tooltip after it's dismissed (e.g. Ads, RRM), dismiss it.
3. Notice the Tooltip that appears
4. Scroll on the dashboard and notice how the tooltip scrolls away rather than being fixed to a menu item.

Start by reproducing the tooltip behavior after dismissing an Ads or RRM banner with the inspection panel open or a short viewport. Trace the tooltip and banner-dismissal implementation to identify why scrolling moves the tooltip, then verify that it remains affixed to the relevant settings item on WP 7.0 and that the affected scenarios no longer regress.
