RRM extreme violation sticks even if current is moderate

## Bug Description

Found something weird while testing RRM.
Video is attached with context.

- I was testing extreme notification first and then moderate notification.
- Funny thing is the extreme notification still appeared while I tested moderate.
- From my check it's like the extreme_nofitication dismissed_prompt in DB isn't cleared. By right it should have been cleared when I reset SK or disconnected RRM module right?
