Description
## Feature Description
As with some of the other modules, including Analytics, AdSense and Tag Manager, provide an option for Tag Manager to toggle the snippet on or off. I'm aware that there is no dashboard reporting for Google Ads at present, however, we do have the option to have Tag Manager, see below. In addition, Ads reporting may become available.

Research direction
No files, tests, acceptance criteria, or implementation details are provided. Start by comparing the existing Analytics, AdSense, and Tag Manager module options, then trace the Google Ads connection and snippet entry points. Done should mean users can connect Google Ads and independently toggle its snippet.
