Fix instability (or remove) previously-disabled Google Charts VRTs

## Bug Description

In #11620 we disabled the VRTs for Google Charts, because they were unstable and causing many "false positive" test failures.

We should diagnose the issue causing the VRTs to be unstable (possibly just a longer timeout/wait/delay for those tests is needed) and restore the tests.

If this isn't possible, we should remove them entirely.
